Thank you for taking the time to post this on the Xbox Forums.
In regards to this matter, if you are using an Xbox One, as long as your console is set-up as your home Xbox, you should be able to access that content.
As far as requesting the refund for your title, you need to make sure you are signed into your account and have the order number in had for the item you wish to request a refund for.
This is the link you want to follow in order for you to be able to request a refund.

Which Call of Duty are you referring too because you can play the DLC maps offline. However, it have to be with the same account that purchase it and that account have to be set as "home" on your Xbox.
And you can't request a refund via that link because it's past the 14 days and DLC's are nonrefundable. You would need to speak to Xbox customer service for a possible refund.

its my call of duty black ops 1 black ops 2 black ops 3 and my advance warefare and i did speak to an agent thair hole team worked on it for a week and after that he send me a link to refund it but that server is every time giving an error
